Our client is an organization actively developing event-driven initiatives within the security and defense sector. The organization brings together key industry stakeholders, organizes professional forums, industry events, and initiatives aimed at strengthening the defense industry and fostering international cooperation.

We are looking for an HR Manager who will be responsible for building and systematizing HR processes within the organization, managing HR administration, and overseeing the full employee lifecycle – from recruitment and onboarding to performance evaluation, development, and offboarding.

We are looking for an HR Manager who will be responsible for building and systematizing HR processes within the organization, managing HR administration, and overseeing the full employee lifecycle – from recruitment and onboarding to performance evaluation, development, and offboarding.

Key Responsibilities

HR Administration

  • Maintain organizational structure and staffing plans.

  • Define and update roles, responsibilities, and expected outcomes.

  • Manage personnel files, employment orders, timesheets, leave records, and attendance tracking.

  • Develop and maintain HR policies, procedures, and internal regulations in compliance with labor legislation.

  • Coordinate business trips for employees.

  • Maintain military registration records (if implemented by the organization).

  • Participate in HR budgeting processes.

Recruitment & Onboarding

  • Create and manage job vacancies, including direct sourcing activities.

  • Cooperate with recruitment agencies, including documentation and payment coordination.

  • Manage candidate approval and background-check processes.

  • Coordinate job offers, onboarding preparation, start dates, and workplace readiness (equipment, accounts, HR documentation).

  • Conduct first-day onboarding activities, office introduction, workplace orientation, and company policy familiarization.

  • Support employees and managers throughout the probation period and organize probation review processes.

  • Manage offboarding procedures.

Performance Management & Compensation

  • Organize and coordinate annual Performance Review processes.

  • Develop grading structures and bonus frameworks.

  • Analyze market salary benchmarks and economic indicators to prepare salary review and indexation recommendations.

  • Administer additional compensation payments and monitor payroll-related processes.

Employee Development & Corporate Culture

  • Propose and organize employee engagement initiatives and non-financial motivation programs.

  • Maintain regular communication with employees, monitor team morale, and identify areas for improvement.

  • Facilitate the initial mediation of workplace conflicts.

  • Strong knowledge of HR administration, labor legislation, and personnel documentation.

  • Hands-on experience managing the full employee lifecycle, including recruitment, onboarding, performance management, compensation reviews, employee development, and offboarding.

  • Experience developing HR policies, procedures, organizational structures, and role descriptions.

  • Proactive, self-driven, and capable of taking ownership of results.

  • Strong analytical and systems-thinking skills with the ability to bring structure to complex environments.

  • High emotional intelligence, excellent communication skills, and the ability to build trust across teams.

  • Ability to manage workplace conflicts objectively and maintain a healthy working environment.

Will be a plus:

  • Experience working in NGOs, international organizations, professional associations, or non-profit environments.
